Emergency Response

SE Solutions develops data systems and solutions for agencies requiring cross-domain information sharing. We create messaging standards to address systems interoperability issues relating to public safety, emergency response, and critical business functions. We work with community stakeholders to develop use case driven requirements, design XML messages, identify reusable content, and promote public standards.

SE Solutions developed the Emergency Management (EM) Domain of National Information Exchange Model (NIEM) for the DHS Science and Technology Directorate and facilitated the development of Emergency Data eXchange Language (EDXL) requirements and draft standards. Today, we are recognized leaders in EM systems interoperability and are active members of the standards development associations. We are voting members of the Organization for the Advancement of Structured Information Standards (OASIS), Emergency Management Technical Committee (EM-TC), members of the Emergency Interoperability Consortium (EIC), and directly involved in NIEM and National Incident Management System (NIMS).

Case Study

In the aftermath of the 2010 earthquake in Haiti, there was a need for critical information sharing regarding operating status of hospitals and temporary healthcare facilities. SE Solutions led the effort to develop the HAVE Haiti Profile to disseminate accurate hospital status information to disaster response entities. We participated in three technical committees to address data cleansing/normalization, unique identifier for each facility, and information exchange methods. The result of this cross-agency effort was real time communication with healthcare providers which enabled first responders to direct patients to the facility that could best support them.
