Chief Executive Officer (CEO)

John Rothenberger is the founder of Strategic Enterprise Solutions, Inc. (SE Solutions). He is a successful entrepreneur and seasoned business executive with over 18 years of executive leadership, strategic business planning, business development, and management experience.

John graduated from James Madison University with a Bachelor of Business Administration.  He is currently a member of the JMU Executive Advisory Council, serves as the Entrepreneur In-Residence for the College of Business and is a regular judge for the annual business plan competition. John is also a University of Pennsylvania Wharton School Business Fellow.

Paul Taltavull
President

Paul Taltavull is a seasoned manager with nearly 35 years of executive, program and business development experience. Mr. Taltavull has held executive management positions with Federal Data Corporation(FDC), Northrop Grumman and Integic. Prior to joining FDC, he was employed by the Hewlett-Packard Company and began his career as a civilian federal employee with the US Army.

Paul is the recipient of the Federal Computer Week Fed100 and Industry Advisory Council (IAC) Communicator of the Year awards. He is a native Washingtonian and graduated cum laude from the University of Maryland with a B.S. degree in Electrical Engineering.

Barry C. West
Executive Vice President

Barry West is a senior-level executive with over 30 years of Information Technology (IT) experience. He brings a unique combination of being a technologist and business leader in the government IT community. Prior to joining SE Solutions, Barry served as the Chief Information Officer (CIO) for the U.S. Department of Commerce (DoC), the CIO and Director of the IT Services Division for the Department of Homeland Security / Federal Emergency Management Agency (FEMA) and the CIO of the National Weather Service (NWS).

He also has held leadership/IT positions at the General Services Administration (GSA), the National Technical Information Service (NTIS), the U.S. Census Bureau, the U.S. Air Force and Tab Books Inc. He is the Past President (2003-2007) of the American Council for Technology (ACT). He teaches as an adjunct assistant professor in the graduate school at the University of Maryland University College (UMUC).

Barry has a B.S. degree in Information Systems from Northern Michigan University, an M.S. degree in Administration from Central Michigan University and an Executive M.S. degree in Information Technology from the University of Maryland University College. He is an alumnus of the University of Pennsylvania – Wharton School of Business and is currently enrolled in the Executive Doctorate of Business program (class of 2013) at the Robinson College of Business, Georgia State University. Barry is the recipient of numerous awards including the Federal Computer Week's FED 100 and the CES Government Leadership Award.

Ray Williams
Executive Vice President

Ray Williams brings more than 15 years of expertise in a host of industry and technology areas and during his career he has developed and led new business programs with dozens of Federal and commercial enterprises. Ray's career is marked by executive leadership roles in emerging companies, including: KEI, Exodus, WAM!NET, NETCO Government Services, Multimax, and Harris IT Services.

Ray is an active member of the Federal Circle and active in AFCEA. He regularly participates in industry panel discussions covering topics such as industry trends, operations and business development. Ray has a Bachelor of Arts in Politics from Catholic University and a Master of Business Administration from Virginia Tech. He is the recipient of Virginia Tech’s Business School Leadership Award.

Keith McCloskey
Chief Technology Officer

Keith McCloskey is a highly skilled and innovative leader and technology professional with more than 20 years experience specializing in the design and engineering of business driven enterprise network solutions.  As the Technology leader for SE Solutions responsible for identifying, assessing, integrating and delivering innovations and best practices from private industry, and other public and defense domains to our customers in the Homeland Security arena to improve their mission capabilities and overall effectiveness.  Keith is the founding member and co-chair of SE Solutions Innovation Council. Keith is CISSP, CCNP, and CCNA certified.

Carolyn Muir
Senior Vice President, Contracts and Business Administration

Carolyn Muir has 20 years of government contracting experience including 6 years as a Contract Specialist with the Navy.   She is responsible for running our Business Administration Office and oversees our contract management, compliance, and business administration.

Carolyn has a Bachelor’s of Science degree in Marketing from Penn State, a Master’s of Business Administration degree from Virginia Tech, and a Juris Doctorate degree from George Mason University School of Law.  Carolyn was admitted to the Commonwealth of Virginia Bar in 2005 and has been a National Contract Management Association (NCMA) Certified Professional Contracts Manager (CPCM) since 1999.

Dean Makris
Senior Vice President, Talent Management

Dean Makris has 18 years of recruiting experienced in the fields of Healthcare, Financial, and Information Technology.  For the last 8 years Dean has provided recruiting and staffing management expertise for SE Solutions’ DHS, DoD, and other Federal Government customers.  Dean implemented and leads our Talent Management Program. Dean has a Bachelors of Arts from George Mason University.
