John C. Rothenberger
Chief Executive Officer (CEO)
John Rothenberger is the founder of Strategic Enterprise Solutions, Inc. (SE Solutions). He founded the company post 911 as a business dedicated to delivering IT and business services and solutions to improve our nation's homeland security.
Mr. Rothenberger is a successful entrepreneur and seasoned business executive with over 16 years of executive leadership, strategic business planning, business development, and management experience.
Prior to starting SE Solutions, Mr. Rothenberger founded an IT company named Aspire Technology Group (formerly Clover Technologies) and served as its President from 1993 to early March 2000. Aspire was recognized with numerous growth awards including a 1999 Virginia Fantastic 50 (#39); a 1998 Forbes magazine Inc. 500 (#334); 1998 Virginia Fantastic 50 (#4); a KPMG High-Tech Entrepreneur of the Year nominee; and a 1994 Fairfax County New Business of the Year runner up.
Mr. Rothenberger graduated from James Madison University with a Bachelor of Business Administration. He is currently a member of the JMU Executive Advisory Council, serves as the Entrepreneur In-Residence for the College of Business and is a regular judge for the annual business plan competition. Mr. Rothenberger is also a University of Pennsylvania Wharton School Business Fellow.
Paul Taltavull
President & Chief Operating Officer (COO)
Paul Taltavull is a seasoned manager with nearly 30 years of executive, program and business development experience.
During his career, Mr. Taltavull has worked with virtually every Federal Agency, and he strives to understand the unique mission and cultures of the customers he works with. His creative business approaches give customers cost effective solutions provided by motivated and talented technical teams.
Mr. Taltavull has held executive management positions with Federal Data Corporation(FDC), Northrop Grumman and Integic. Prior to joining FDC, he was employed by the Hewlett-Packard Company and began his career as a civilian federal employee with the US Army.
Mr. Taltavull is the recipient of the Federal Computer Week Fed100 and Industry Advisory Council (IAC) Communicator of the Year awards. He is a native Washingtonian and graduated cum laude from the University of Maryland with a B.S. degree in Electrical Engineering.
As one of the executive partners in SE Solutions, he is committed to creating an employee environment that provides SE Solutions' customers with the best available talent to solve an agency's most difficult strategic enterprise challenges.
Barry C. West
Executive Vice President
Barry West is a senior-level executive with over 25 years of IT experience. Prior to joining SE Solutions, Mr. West served as the Chief Information Officer (CIO) for the U.S. Department of Commerce (DOC) where he was responsible for leading and coordinating Information Technology across the DOC enterprise and for guiding and managing the Department's effective use of information technology (IT). Mr. West was also formerly the Chief Information Officer (CIO) and Director of the IT Services Division for DHS/FEMA. In this position, Mr. West managed FEMA's information technology and telecommunications systems and provided enterprise-wide IT coordination for FEMA's 10 geographical regions.
Prior to joining FEMA, Mr. West was the CIO of the National Weather Service. As the CIO, he had overall responsibility for information technology systems, services, policies and operations. He also has held positions in the U.S. Census Bureau, the General Services Administration, the U.S. Air Force, the University of Maryland and Tab Books Inc.
Mr. West has completed the Chief Information Officers Executive program at the University of Maryland and is former president of the American Council for Technology. He teaches as an adjunct assistant professor in the graduate school at the University of Maryland, University College where he also serves on the advisory board.
A native of Smithsburg, Md., Mr. West has a Bachelor of Science degree in Information Systems from Northern Michigan University, a Master of Science Administration degree from Central Michigan University and an Executive Master of Science in Information Technology degree from the University of Maryland. He is the recipient of numerous awards including the Federal Computer Week’s FED 100 and the CES Government Leadership Award.
Jim Fraley
Senior Vice President
Jim Fraley is an innovative and dynamic leader that has successfully led and grown several Fortune 100 organizations. Mr. Fraley has over 20 years experience developing and executing Government and Commercial product and services businesses. Mr. Fraley has performed various executive management roles with both external (customer) and internal (company) responsibilities. Through Mr. Fraley’s leadership, his organizations met or exceeded critical operational, financial and customer satisfaction metrics.
For over 10 years, Mr. Fraley won and delivered business process management (BPM) solutions for Northrop Grumman Information Technology and Integic. Mr. Fraley has delivered BPM solutions for DOD, Civilian, INTEL, State and Local and Commercial market verticals. Mr. Fraley had Profit and Loss (P&L) responsibility over a $100M organization and managed organizations of well over 300 people. Mr. Fraley has led several federal enterprise initiatives including the Office of Personnel Management’s (OPM) Enterprise Human Resources Initiative (EHRI) and OPM’s Retirement Systems Modernization (RSM).
Mr. Fraley recently retired from the Virginia Army National Guard after 22 years. He received his commission through the University of Colorado’s ROTC program, where he received honors as a Distinguished Military Student and Distinguished Military Graduate. Mr. Fraley earned his Master’s of Science from the University of Maryland in 1988, and is interested in continuing his Ph.D. studies in the application of Information Technology.
